Point 14 says that the word of God is proclaimed in a loud and clear voice. They can also be sung according to the nature of the various languages, provided however that the singing does not suffocate the words. 

How can we explain the readings that are in Latin, in which case they are clear but are not understood by the people? And a little distracting because one has to follow in another language.
